Relocating a toilet or shower drain means opening the floor, and on a second storey that means the ceiling below it too. Worth being certain before you commit.

What drives the number
After the drains, these four in roughly this order.
A tiled curbless shower with a linear drain, waterproofing membrane and a bench is a substantially different build from an alcove tub surround — days of labour apart, not hours.
Large-format tile needs a flatter substrate than what is usually behind the old one. Intricate patterns, niches and mitred edges take longer. Both are real cost, not markup.
Stock, semi-custom and custom vanities price like kitchen cabinetry does, at a smaller scale. The top is usually the cheapest upgrade in the room that people notice.
Older homes hide water damage around tubs and toilets more often than not. A quote that has not looked behind anything is a quote that will change once we do.
Where to save
Keep the fixtures where they are — that is the fork above and it is worth more than every other saving combined.
Replace the vanity and top rather than rebuilding storage. It changes the room for a fraction of the cost.
Choose a quality alcove tub over a custom shower if it is a guest bath. Save the curbless tiled shower for the primary, where you will stand in it every morning.
